fa عوامل پیش‌برنده و بازدارنده بین‌المللی‌ شدن دانشگاه‌ها مديريت آموزشي Educational Management پژوهشی اصیل Original research article <div style="border:solid #0070C0 3.0pt;padding:1.0pt 4.0pt 1.0pt 4.0pt;background:#DBE5F1;"><strong><span style="letter-spacing:-.2pt;"><span style="font-family:b mitra;"><span style="font-size:13.0pt;">مقدمه: </span></span></span></strong><span style="letter-spacing:-.2pt;"><span style="font-family:b mitra;"><span style="font-size:13.0pt;">طی دو دهه گذشته، مفهوم بین‌المللی‌ شدن آموزش عالی مورد توجه قرار گرفته است و به یکی از اولویت‌های اصلی دانشگاه‌ها در سراسر جهان تبدیل شده است. پژوهش حاضر با هدف بررسی عوامل پیش‌برنده و بازدارنده بین‌المللی‌ شدن دانشگاه‌های دولتی شهر تهران انجام شد.</span></span></span><br> <strong><span style="letter-spacing:-.2pt;"><span style="font-family:b mitra;"><span style="font-size:13.0pt;">روش:</span></span></span></strong><span style="letter-spacing:-.2pt;"><span style="font-family:b mitra;"><span style="font-size:13.0pt;"> این پژوهش از نوع پژوهش‌های کیفی بود که با استفاده از روش تحلیل محتوا انجام شد. جامعه مورد بررسی شامل صاحب‌نظران و اعضای هیأت‌علمی دارای آثار نوشتاری مرتبط، تجربه تدریس در دانشگاه‌های بین‌المللی و یا تجربه تدریس دوره‌های آموزشی مرتبط با بین‌المللی‌شدن، مدیران دفاتر بین‌المللی و رؤسای دانشکده‌های بین‌المللی در دانشگاه‌های دولتی شهر تهران بودند که با استفاده از رویکرد نمونه‌گیری هدف‌مند در مجموع 12 نفر به عنوان مشارکت‌کنندگان در پژوهش انتخاب شدند. داده‌ها با استفاده از مصاحبه نیمه ساختاریافته گردآوری شد. برای به دست آوردن اعتبار و روایی داده‌ها از روش‌های بررسی توسط اعضای و بازبینی توسط همکاران پژوهش استفاده شد.</span></span></span><br> <strong><span style="font-family:b mitra;"><span style="font-size:13.0pt;">نتایج:</span></span></strong><span style="font-family:b mitra;"><span style="font-size:13.0pt;"> در نهایت نتایج پژوهش نشان داد که عوامل پیش&shy;برنده بین‌المللی‌ شدن دانشگاه‌ها شامل: آگاهی بخشی، سیاست‌گذاری، برقراری ارتباط، تأمین بودجه و امکانات، توانمندسازی نیروی انسانی، آزادی و استقلال دانشگاهی و عوامل بازدارنده شامل: عوامل سیاسی، اقتصادی، فرهنگی- اجتماعی، علمی-آموزشی و سازمانی است.</span></span><br> <strong><span style="letter-spacing:-.2pt;"><span style="font-family:b mitra;"><span style="font-size:13.0pt;">نتیجه‌گیری:</span></span></span></strong><span style="letter-spacing:-.2pt;"><span style="font-family:b mitra;"><span style="font-size:13.0pt;"> با توجه به این که مشارکت‌کنندگان معتقد بودند که عوامل بازدارنده بین‌المللی‌ شدن در دانشگاه‌های دولتی شهر تهران متعدد می‌باشند، لذا پیشنهاد می‌گردد سیاست‌گذاران و برنامه‌ریزان آموزش عالی در زمینه حذف یا کاهش عوامل بازدارنده در زمینه‌های سیاسی، اقتصادی، فرهنگی- اجتماعی، علمی- آموزشی و سازمانی تمهیداتی بیندیشند و برنامه‌هایی در زمینه آگاهی‌بخشی، سیاست‌گذاری و برنامه‌ریزی، برقراری ارتباط با دیگر دانشگاه‌ها، تأمین بودجه و امکانات، توانمندسازی نیروی انسانی و آزادی و استقلال دانشگاهی طراحی و اجرا گردد.</span></span></span><br> &nbsp;</div> <strong>Introduction</strong>: <em>Over the last two decades, the concept of internationalization of higher education has been strongly considered and become one of the main priorities of universities worldwide. This study aimed to examine the Promoting and hampering factors influencing internationalization of state universities of Tehran.</em><br> <strong>Methods</strong>: <em>This was a qualitative study and data were analyzed using content analysis methods. The study population consisted of university experts and faculty members with published works on internationalization, experience in teaching at international universities or teaching experience in international education courses, managers of international offices, and deans of international faculties in state universities in Tehran city. A total of 12 participants were selected for this study through purposive sampling. The data were collected through semi-structured interviews. The methods employed to assess the validity and reliability of the data included review by members and review by co-researchers.</em><br> <strong>Results:</strong> <em>The findings showed that the Promoting factors influencing internationalization of universities included raising awareness, policy-making, communicating, allotting funding and facilities, empowering human resources, and promoting freedom and academic autonomy. Whereas, hampering factors included political, economic, socio-cultural, scientific-pedagogical, and organizational factors.</em><br> <strong>Conclusion</strong>: <em>Since participants believed that there are considerable factors hampering the internationalization of Tehran&#39;s state universities, it is suggested that policymakers and higher education planners consider milestones to eliminate or reduce hampering factors in political, economic, socio-cultural, scientific-pedagogical and organizational areas.
