fa نیازهای آموزشی مسؤولین اجرایی واحدهای تابعه دانشگاه علوم پزشکی اصفهان از قوانین و مقررات اداری آموزش پزشكي مبتني بر نيازهاي جامعه Community Based Medicine پژوهشی اصیل Original research article <p>مقدمه: حرکت مبتنی بر ضابطه و قانون ضرورت پویایی و هماهنگی در سازمان‌‌هاست. از ملزومات این پویایی آشنایی رؤسا و مدیران سازمان‌ها با مجموعه‌ی این ضوابط و قوانین است. این پژوهش با هدف بررسی نیازهای آموزشی رؤسای دانشکده‌ها و مدیران شبکه‌های بهداشت، درمان دانشگاه علوم پزشکی اصفهان از قوانین و مقررات اداری مرتبط با حوزه‌ی کاری ایشان و تهیه بسته آموزشی انجام شد. روش‌ها: این مطالعه توصیفی مقطعی در سال 92-1391 انجام گرفت. جامعه تحقیق این پژوهش شامل رؤسای دانشکده‌ها و مدیران شبکه‌های بهداشت، درمان دانشگاه علوم پزشکی اصفهان (رییس دانشگاه، رؤسا و معاونین دانشکده‌ها، بیمارستان‌ها و شبکه‌های بهداشتی تحت پوشش دانشگاه علوم پزشکی اصفهان) بود، که به روش سرشماری وارد مطالعه شدند. به منظور گردآوری اطلاعات از پرسشنامه محقق‌ساخته پس ازتایید روایی و پایایی استفاده شد. جهت تجزیه و تحلیل داده‌ها از آزمون‌های آماری توصیفی، آزمون تی مستقل و تحلیل واریانس استفاده شد. نتایج: میانگین و انحراف معیار نمره کل پرسشنامه برابر 68/0&plusmn;01/4 از 5 بود. کم‌ترین میانگین نمره مربوط به&quot; آگاهی از ماده قانونی مرتبط با عدم ارائه اسناد و مدارک به رییس یا شعب دیوان عدالت اداری در قانون دیوان عدالت اداری &quot; با میانگین 44/3 و بالاترین میانگین نمره مربوط به&quot; آگاهی از تخلفات اداری احصا گردیده در ماده هشت قانون رسیدگی به تخلفات اداری کارکنان دولت &quot; با میانگین 01/4 بود. نیاز آموزشی رؤسای دانشکده‌ها و مدیران شبکه‌های بهداشت، درمان دانشگاه علوم پزشکی اصفهان از مجموعه قوانین و مقررات در حد بالا بر آورد گردید. نیازهای آموزشی برحسب جنس و سطح تحصیلات تفاوت معناداری نشان نداد. تهیه بسته آموزشی ویژه برای هرحوزه کاری محصول نهایی این پژوهش بود. نتیجه‌گیری: با توجه به ضرورت حرکت قانون‌مند و هماهنگ سازمان‌ها به نظر می‌رسد پرداختن به آموزش قوانین و مقررات مربوطه ضروری است.</p> <p>Introduction: Rule-based and discipline-oriented action is essential for dynamism and coordination of organizations. To achieve this, managers need to be familiar with organizational rules and regulations. This study aimed to assess the educational needs regarding administrative rules and regulations among faculty deans and healthcare network managers of Isfahan University of Medical Sciences and to provide an educational package accordingly. Methods: This cross-sectional, descriptive study was performed in 2012. The study population consisted of faculty deans and healthcare network managers of Isfahan University of Medical Sciences (dean of university, heads and deputies of faculties, hospitals, and health networks) who were selected by census method. Data collection tool was a valid and reliable researcher-made questionnaire. Data were analyzed using descriptive statistics, independent t-test and ANOVA. Results: The mean and standard deviation score of the whole questionnaire was 4.01 out of 5. The lowest mean score (3.44) was related to &ldquo;knowledge of an article in the Act of Administrative Justice related to failure to offer documents to President of the Court of Administrative Justice or the branches of the Court&rdquo; and the highest mean score (4.01) was related to &ldquo;knowledge of administrative violations recognized in the article 8 of Administrative Violations Code of State Staff&rdquo;. Findings showed that educational needs of faculty deans and healthcare network managers were highly critical in terms of the rules and regulations. No significant difference was found in terms of gender and education. The final outcome of the present research was separate educational packages for each area of expertise.
